Speaking to journalists, he said: \u201cOur position has not changed: only the people of Ukraine have the right to decide which regions are part of Ukraine. According to Ukraine\u2019s constitution, all occupied territories are temporarily occupied. These territories belong to Ukraine and the people of Ukraine. Ukraine will never recognize the legality of these temporarily occupied regions. I believe this position is completely fair. It is not only constitutional, but also legitimate under international law.\u201d
