The Pakistani delegation behaved inconsistently during the discussions, showing disrespectful and inappropriate conduct.
For the first time in these negotiations, Pakistan admitted that it has an agreement with the United States allowing U.S. drone aircraft to violate Afghan airspace from Pakistani territory, and that Pakistan cannot break this agreement.
The Afghan side requested guarantees that Pakistan would not allow violations of Afghanistan’s airspace and would not permit U.S. drones to use its airspace and territory.
Sources added that initially the Pakistani side agreed to some guarantees, but after a telephone call, they withdrew their commitments, stating that they do not control U.S. drones and cannot provide assurances regarding the containment of ISIS.
Sources said the behavior of the Pakistani delegation surprised representatives from Qatar and Turkey.
